For VSP/VTSP yes. VSP is mostly how to sell products. VTSP adds some technical aspects to selling. All the information you need to become certified is provided in the accompanying training.
If you are looking to achieve a VCP certification you will need to know networking basics and some advanced information for VCP5-DCV and VCP-Cloud. VCP5-DT would only require basic networking knowledge.
Last I checked pretty much anyone could sign up as a registered partner and get access to VSP/VTSP.
